Maryland Wear and Carry Permit (NEW) Training
The Maryland Wear and Carry Permit allows qualified individuals to carry a handgun, either openly or concealed, in public. Applicants must complete a 16-hour approved firearms training course, pass a background check.
This includes a live-fire qualification with a minimum score of 70% accuracy
Maryland Wear and Carry Permit (RENEWAL)Training
Complete an 8-hour Firearms Safety Training Course from a Maryland State Police (MSP) Qualified Handgun Instructor within 2 years prior to your renewal application. This includes a live-fire qualification with a minimum score of 70% accuracy
Maryland Handgun Qualification License (HQL) Training
In Maryland, anyone purchasing, renting, or receiving a handgun must first obtain a Handgun Qualification License (HQL). To qualify, applicants must complete an approved 4-hour training course covering firearm safety, Maryland gun laws, and basic operation skills. The course includes live-fire training. Applicants must also undergo a fingerprint-based background check. Certain individuals, like active law enforcement and military, may be exempt from the training requirement

In Washington, D.C., individuals who wish to carry a concealed handgun must obtain a Concealed Carry Pistol License (CCPL) issued by the Metropolitan Police Department (MPD). The District operates under a "shall issue" policy, meaning that applicants who meet all legal requirements are entitled to receive a license.
